best Antique Victorian Hallmarked Sterling Silver Monogrammed Sugar Tongs Sheffield 1839??

These antique hallmarked sterling silver sugar tongs are in good used condition. Each arm has a slight bend where it has been grasped between finger and thumb. Each arm is stamped with a pattern. There are monogrammed initials, "PRM," stamped on the end. The hallmark is a little rubbed. It could be for
Sheffield 1839, however, there is no city stamp. The makers' initials are almost completely rubbed and are illegible.
