It is a commemorative plate from the US Air Force Command Supervisors Conference in 1971.
July 29, 1971 to be exact.

The plate is a copy of the menu. And what an impressive menu it was! Dinner that night was at the Statler Inn at Cornell University.

The plate was made by Syracuse China.
It is in mint condition.
