Adorable doll of Ukrainian girl in very detailed handmade folk costume, with bisque shoulder best head, cloth body, ~14 inches

This doll used to be in the collection of Ralph Klein, former mayor of Calgary (Alberta, Canada) and displayed in city hall there. The bisque shoulder-head has some markings, "reproduction by Lou..... 1982" or something like that, but because the clothing is sewn on and can't be removed I cannot see exactly. I think likely a blank bisque head and arms were obtained and placed on a cloth body, painted, styled and dressed in handmade clothes (locally) to make a Ukrainian girl. Her costuming is very well done, with the blouse and vest being hand embroidered, an apron/skirt from a twill like fabric, and little boots of felt and leather. Some very minor damage on the clothing with one of the seams coming apart, although it is not visible unless specifically looked for. I believe she has a wig made of real human hair, although I don't know how to tell with certainty! It definitely feels like real hair, and there is some color variation between strands also. She comes on a stand which her feet are glued to, but this could be removed. A note indicates the doll was a donation from the Ukrainian Women's Association, and her clothing is representative of the Hutsul region.
