Cute little spritely jester doll - composition head -- best carnival prize?

This cute little spritely guy is approx. 13" long and has a composition head and stuffed body. We are guessing he is from the 1940's but don't know for sure. He is not marked. We are guessing from his size and construction that he may have been a carnival prize? best He kind've looks like a Jester? His face paint is ok but his eyes do have missing paint. The back of his neck is missing paint as well. His outfit is sewn on and feels like some type of silk. His little hat has a working bell attached to it. His arms appear to be stuffed with straw and we are not sure if his actual body is stuffed with straw or actual stuffing. He's dirty and needs a cleaning by someone who knows what they are doing. He is super cute, kind've unusual and would be a nice addition to someone's doll collection. Doll stand not included.
